2.2.9 Other Professional

 
This factor measures the knowledge of and development of other professional policy development, for example, Human Resources, Marketing, Education, Strategic Planning, Project Management and Customer Service (at a ‘professional’ level). Please note Communications (Public Relations etc), Math (numeracy) Information Technology, Artistic, Physical, Caring Professions (e.g. Nursing), Law, Academic Research, Management and Finance are not rated here as they have specific factors relating to those professional skills.

General management level of skill in any of the professions assessed in this factor are rated at a maximum of two, indicating a level of general understanding of the professional skill required for management activities (rated only once for all professional skill sets i.e. requiring the “Apply” level of Skill and Knowledge. For example a role requiring the ‘apply level of skill for both HR and Marketing - is rated as 2 in this factor, not above).

Rating at 3 and above is reserved for specialised professional roles within the relative discipline, again the factor should be rated only for the highest level required for an individual disciple i.e. A senior HR person that also requires some, lesser, Marketing skill should be rated only on the HR skill.

Description

NIL Position is not required to apply human resource policies or develop or provide training as an important component of the position's role.

APPLY Requires familiarity with and the ability to apply policies at a management level, including for example conditions of employment and occupational health and safety, marketing guidelines, management of individual projects. May provide on-the-job training, guidance and advice based on practical experience up to the level of elementary clerical, sales, service or manual skills, possibly in conjunction with trainers, tradespersons, or more skilled employees.

Most people leaders will be rated at 2 if not part of a specified professional discipline detailed above. First level professionals of a specific discipline will be assessed at 2, for example HR Coordinator, Teacher, Marketing Analyst, Project Coordinator

DEVELOP Requires job responsibility to contribute to the development of policies and practices within specific discipline, including for example: employee relations policies, marketing guidelines, preparing job descriptions or multi project, program plans, development of all of business, strategic plans. May provide, as a substantive part of the role, on-the-job training, guidance and advice based on practical experience in advanced level clerical or service, trade, or associate professional level skills. Frequently the individual would be required to have professional (Bachelors), level qualifications in the specific field, though a lesser qualification (e.g. Cert IV) and extensive experience may also be evident.
Examples: HR Business Partner, Senior Marketing Analyst, Product Manager, Project Managers, Subject Coordinators, Urban Planners.

SPECIALIST Requires the responsibility and ability to implement a range of policies and procedures, or the ability to research, formulate and recommend policy in a complex area related to the relevant discipline. May direct, lead, and implement organisation-wide programs, and contribute to the development and implementation of specific organisation-wide strategies related to the specific discipline. For example, development of the organisations marketing for the complete suite of products, develop the organisations Employee Relations Strategy, subject curriculum.

The individual would generally be required to have professional (Bachelors), level qualifications in the specific field.

An indicator that a role is operating at this level is that the policy / program developed would be in place for numerous years and require a significant, organization wide change management plan to implement. May provide to managers in the organisation as part of the role direction, leadership, and structured on-the-job training in professional, advanced professional, or management skills. For example, Industrial Relations Manager, Program Managers, Head of Product Management, Head of Department (Education), Lecturer, Manager of Urban Planning, Program Director.

EXECUTIVE Develops and recommends long term plans, such as long term policies for engagement, remuneration, product development, or organisation wide curriculum, whole of business multi-year strategic plans. Directs the organisation-wide implementation of significant policies.

Key indicators that a role is rated at 5 are:

  • reports to the CEO / Head of Organisation or a COO that is not a specialist in the relevant disciple, the policies and;
  • performance of the section managed, and plans developed would be approved by the highest level of governance for an organization e.g., a Board, a Local Government Council, other external authorities e.g., professional associations
  • The individual would be required to have professional (Bachelors), level qualifications in the specific field, and frequently post graduate or supplementary qualifications.

For example, Chief People Officer, General Manager Marketing, Principal, Executive Manager Strategic Planning.
