2.1.1 Education

 
 
Education measures the minimum level of formal education and training, or equivalent, received through an accredited provider, that is required by a job occupant to have the knowledge, skills and judgement required to perform the job competently.  Twelve levels of education are identified.  From the Table following, select a number 1 to 12 corresponding to the minimum level of formal education, or equivalent, necessary to perform the job competently.  (This is not necessarily the qualification level held by the current incumbent in the job.)

Basic Vocational training.  This includes Pre-apprenticeship, Pre-vocational, Proficiency and Traineeship Certificates typically requiring the equivalent of between 200 hours and up to one year full-time study for attainment.

Secondary School (Year 12) completion OR Certificate III
Skilled Vocational training (including all Trade Certificates) requiring the equivalent of two to four years full-time study after basic schooling for attainment and typically includes some on-the-job training. For example Certificate III in Dental Assisting.

Associate Diploma/Certificate IV (trades)
Including advanced and technical certificates. (Requiring the equivalent of one to two years full-time study after High School for attainment.). This is the level required generally for a qualified tradesperson eg Builder, for example Certificate IV in Building and Construction.

Undergraduate Diploma/Advanced Diploma
(Requiring the equivalent of up to three years after High School full-time study for attainment).
Level 6 positions require significant technical training covering three years full-time study or its equivalent that focus on understanding specific theories and facts together with the acquisition of related practical skills and techniques. This level would include advanced Trade and Vocational Qualifications,  for example Diploma of Applied Arts in Graphic Design, Diploma of Building and Construction and Diploma of Teaching in Early Childhood Education.

Bachelor Degree: e.g. BA, BSc, BComm, BBus
(Excluding Engineering (BEng), Law (LLB) (see level 9), and Bachelor Degrees with Honours (See level 8)
Most executive roles in large organisations would require this level.

Graduate Diploma, Bachelor Degree with Honours e.g. BSc (Hons.), Bachelor Degree plus post graduate diploma or graduate certificate, including CA and CPA (but excluding Engineering (BEng) and Law (LLB) (see level 9)).  Include Master’s Degrees requiring less than the equivalent of two years full time study for attainment.
Includes Specialist post graduate qualifications in IT and Librarianship and equivalent.

4 / 5 Year Professional Degree
For example Bachelor degree in Engineering (BEng) or Law (LLB), may also include a postgraduate diploma or graduate certificate allowing registration as a Lawyer or Engineer.
 
A senior engineer must have completed an engineering degree at a recognised university, and this takes a minimum of four years study.  Accordingly we would select Level 9 for the senior engineer, and similarly for a senior practicing Lawyer or Actuary or similar traditional professional role, where the job is directly involved in the professional practice.
 
Roles managing professional practice areas are evaluated on other Factors and should not be ‘double-counted’ with this factor.  A test to apply is whether the performance  in the role is recognised and assessed primarily on professional skills and practice, or on management contribution and effectiveness.

Research-based Masters Degree / 6 year Degrees e.g. MA, MSc, MComm  (entry requirement of first class Honours degree and requiring the equivalent of two years full-time study for attainment) OR Bachelor of Medicine. 
Jobs that require a research Master's degree (Level 10) can include a chief economist in a large corporation, specialist positions in investment banking, some consulting positions, lower level pure research positions and positions in tertiary education.

Doctorate (entry via research Masters or first class Honours degree). High level technical researchers. Degrees required for specialist Research positions at Institutes or Universities, and in technical Research units of corporations.

Post Doctorate.  Specialist researchers who lead technical specialist research teams.
 
Work that is purely manual, or work that can rely on verbal instructions alone can be scored at Level 1.
 
Most general management positions, even at chief executive level, do not specifically require advanced degrees.  What is more important for these roles is the pertinent requirement for high level knowledge and skills gained through significant business and executive experience - the initial academic qualification is less important.  Accordingly, many general management and chief executive positions would score Level 7 or 8.  Leaders of large organisation units with complex products and offers or service delivery requirement, in multinational or multi-cultural situations, may be expected to have higher levels of business and political sophistication, equivalent to higher level degree qualifications eg 9 or 10.  It is not necessary that the current occupant of the role has that particular level of formal qualification, but that may be the expectation for an ideal candidate.  
Only where the CEO is directly involved in higher technical aspects of the organisation, such as in complex product development, marketing, or financing would a higher Level be warranted. 
 
Level (8) and higher levels of Education are only selected if the work of the role specifically and regularity requires the corresponding level of technical and / or general management skill, intellect and analysis.  In general it is better to be conservative and select a lower Level for the job evaluation factor, even if there the current role occupant or occupants of other similar level positions happen to hold higher qualifications, as these may not really be required for the role. 
 
We would normally assess at Levels 11 and 12, PhD and post Doctorates, only in research organisations or research units or in tertiary education functions and units, where the research work is the primary output of the role.
 
Level (8) and higher levels of Education are only selected if the work of the role specifically and regularly requires the corresponding level of technical and / or general management skill, intellect and analysis.  In general it is better to be conservative and select a lower Level for these job evaluation factor, even if the current role occupant or occupants of other similar level positions happen to hold higher qualifications, as these may not really be required for the intellectual challenges of the role.
